HR pre-recruitment reorganization for the subsidiary of an US communications service provider in France

Challenge

With a turnover of €60m and 900 employees, a French subsidiary of an American B2B communications service provider was the market leader in the six business lines it serviced. HR played a central function within the business, which had a complex legal environment in terms of high staff turnover, a wide range of contracts, frequent industrial disputes, complex French labor laws and more. 

 

The HR director was very focused on the legal aspects of the department but was not seen internally as a good people manager and had recently resigned. Atreus was commissioned to carry out an operational audit of the HR function and approve a new target organization with the general management. The aim was to be totally focused on operational staff while guaranteeing the legal safety of operations and establishing a new structure.  

Success

Following a prior analysis by the Atreus partner and the subsidiary’s general management, an Atreus HR director was selected to launch the audit. After numerous interviews with operational staff and the 14 members of the HR team, the Atreus team presented the audit to the executive committee. The results clearly showed that the HR department was discredited in the eyes of operational staff. Following intensive work with the HR team and the management committee, a new organization was approved, repositioning HR staff within the company. The HR director now reported directly to the chairman, rather than the administration and finance director. 

 

Two business line HR manager positions were created and HR processes and job descriptions were refined. HR teams were relocated within the premises to be closer to operational staff and the profile of the new HR director was defined before launching the recruitment process. While these changes were being implemented, our manager addressed numerous day-to-day issues with the various HR teams. Five months after the start of the assignment, it was completed with the arrival of the new HR director.  

Results

A complete transformation of the HR function was achieved, which evolved from being a purely “administrative” department into a tight and effective team perceived by operational staff as a genuine business partner. The team was made fully operational with the successful recruitment of an HR director who fitted into the new organization and met the expectations of general management.
